The founder of WorldRemit raises concerns about De La Rue’s contract worth Sh1.43 billion in Somaliland.

The Sahimiye Foundation wants De La Rue, the biggest banknote printer in the world, to cancel a controversial contract. The contract is worth 1.43 billion SL shillings (around $9.6 million) and is for printing 380 billion SL shillings for the Somaliland government.
The Foundation has expressed its concerns to De La Rue through an open letter. The increase in money supply in Somaliland may worsen the economic problems faced by low-income and disadvantaged groups in society. The Foundation warns that when new banknotes are introduced, the amount of money in circulation will double. This will cause the local currency to lose value compared to the dollar. The Foundation is worried about the contract between De La Rue and the lack of competition or approval before the contract was given. Ismail, the founder of the Foundation, asked De La Rue's CEO, Clive Vacher, to cancel the contract and give back the money. Ismail has challenged Vacher to take a principled stance, considering De La Rue’s involvement in corruption scandals and ongoing investigations by the UK’s Serious Fraud Office. Ismail, a UK-based tech entrepreneur and founder of international money transfer service WorldRemit, established the Sahimiye Foundation in 2021. The foundation promotes education and literacy in Somaliland and the Horn of Africa. It strongly supports the implementation of development policies. Ismail has committed over $500 million of his personal wealth to the Foundation over a period of 10 years.

Furthermore, Kenya has designated a new representative, Abdiweli Muhammed Hussain, who will assume the role of High Commissioner to Somaliland. President William Samoei Ruto of Kenya has declared that this appointment will take place on October 4th. These developments exemplify Kenya’s unwavering commitment to cultivating mutually beneficial relations with Somaliland and advancing diplomatic engagement within the region.

We discussed The HALO Trust’s past projects in Somaliland, including the successful removal of explosive devices. The Minister was accompanied by officials from the Ministry of Somaliland Region, while Ralph, the representative from The HALO Trust, was joined by colleagues from his organization. The HALO Trust expressed interest in collaborating with the Ministry of Environment of Somaliland on climate change issues.

A delegation representing Somaliland, a self-declared state seeking international recognition, recently visited Sweden’s foreign affairs ministry. Swedish members of parliament warmly welcomed the distinguished delegates who have been advocating for Somaliland’s international recognition. The opposition party delegation, led by Chairman Mr. Faisal Ali Warabe, went on a working tour of Europe. The group met with officials from the Swedish Ministry of Foreign Affairs in Stockholm. Mr. Mikael Torstensson, a Swedish politician working with Somaliland's Ministry of Foreign Affairs, also joined the meeting. Their goal is to help Somaliland obtain recognition. Notable members of the delegation included Mr. Zakariya Ahmed Wa’ays, Somaliland’s envoy to Sweden, Mr. Mustafa Abdi Ismael, and a former ambassador to Sweden. Our main goal for this visit was to strongly advocate for international recognition. Additionally, we had the opportunity to make a friendly visit to the Swedish parliament. Mr. Torstensson and his colleagues are preparing a motion to recognize Somaliland. They will present it to the Swedish parliament soon.

The Somaliland Senate committee, GUURTI, met with officials from the Somaliland Exchange Association. They discussed the unstable foreign exchange rates and the pros and cons of being money changers. The meeting was led by Acting Chairman Hon. Barkhad Omar Ofiye and took place at the Senate's premises.
The Somaliland Exchangers' Association chairman updated the participants on the current state of the Somaliland market and exchange rates. Economic downturn blamed on global upheaval, stable exchange rate in past 5 years. Mr. Ofiye mentioned that economic collapses in different parts of the world contributed to the situation. He further highlighted the significant impact caused by the COVID-19 pandemic alongside the unfortunate fire incident at Waheen market. and also highlighted the impact of the COVID-19 epidemic and the inferno at Waheen market on the situation.

The forum is planned for 14-15 October 2023. During the meeting, the Economic Committee and technical committee deliberated on the topics that will be covered at the forum. They mentioned six types of research studies related to investment facilitation. These include trade, financial services, food security, minerals, and government-owned financial resources. Additionally, exhibitions on financial services, mining, and government services will be presented at the Economic forum. The meeting will result in decisions and recommendations to improve different parts of the country's economy.

She has been working hard to create a safe and empowering space for girls and women to succeed at work. But before she could advocate for others, Soumaya realized she needed to be her own champion and build her confidence. It’s really inspiring to see her dedication!
Soumaya saw that girls in Somaliland were being discriminated against in terms of education and employment. She decided to do something about it. She started by volunteering at a coworking space, which she eventually transformed into a vibrant community hub. It became a place where people could come together, share their thoughts, and unleash their creativity. Isn’t that amazing?
One of the best parts is that Soumaya provided this space for free to women who wanted to hold awareness events, trainings, and workshops. She started a program to help people improve their job search skills. The program teaches participants how to write a CV, search for jobs, and succeed in interviews. This hub quickly became a hotspot and a discrimination-free zone where youth could truly thrive.
And you know what? Soumaya’s hard work paid off big time! Girls within the hub started launching businesses and learning coding. He emphasized that such behavior will not be tolerated and promised to take strong action against those who disrupt security. The police chief made a statement about the deadly clashes in the Ali Sahid area. He emphasized his role in ensuring public safety and his zero tolerance towards people carrying weapons in public. He called on residents to collaborate with the security apparatus to maintain a harmonious and peaceful environment. Colonel Ali also reminded the residents of the Togdheer region to prioritize security as it is vital for the well-being of the community. He specifically warned individuals who are not part of the police force or the nation to refrain from wearing a uniform or carrying a weapon, stating that zero tolerance will be exercised towards anyone disturbing security and carrying a gun. The Somaliland House of Representatives has approved a proposal to hold presidential and political party elections together, which has been widely welcomed by the public.
The parliament session, chaired by Speaker Hon. Yasin Mohamud Hiir, saw the draft bill addressing various issues of the election process being read and ultimately passed with overwhelming support. A parliamentary select committee presented a report recommending the integration and coordination of both elections, which was approved by 64 members of parliament, while 3 remained silent and 7 rejected it. The bill will now go to the Upper House, the Guurti, before being enacted into law by the Head of State. The amendments to the election laws, governed by Act No 91 and Act No 14 of the constitution, include changes to 35 instances in Act No 91 and the introduction of 13 new articles, as well as modifications to 22 articles in Act No 14. The elections will now be held at a different time, and important changes have been made to safeguard people's democratic rights.

The vehicle was handed over in a brief ceremony at the Ministry of Health Development and will be used in the fight against TB. The World Vision Somaliland Area Manager stated that the vehicle will serve as a mobile clinic and will also be used to transport Ministerial staff during monitoring work. The goal is to improve access to good and affordable primary health care by increasing access to health facilities and promoting preventive health practices. The World Vision Somaliland Area Manager also mentioned that their organization will continue to support the Ministry of Health Development's TB department in future projects. Dr. Mohamed Hergeeye, the Director-General in the Ministry of Health Development, expressed gratitude to World Vision for the donation and their ongoing assistance. The health minister emphasized that the vehicle will be vital in reaching remote areas of the country where the disease is most common.

EUCAP will support the development of a policy for the protection of the marine environment in the region, starting with a needs assessment that will address the environmental status and challenges of the marine and coastal areas in Somaliland. The assessment will involve mapping existing policies and laws, as well as international conventions and guidelines, and will also take into account the available resources, realistic possibilities, and the interests of various stakeholders. Authorities and people living in the coastal areas will be consulted to collect information for the assessment. The findings will shape the policy and methods for monitoring and implementing it, with EUCAP leading the process of writing the policy, developing an implementation plan, and ensuring follow-up. The adopted policy should be in favor of the population and functional for sustainable use of the waters and coasts in the region.

Somaliland has stated that it has no intention of discussing unity with Somalia, despite the offer of mediation from Ugandan President Yoweri Museveni.
The Somaliland Government emphasized that any dialogue between the two countries would focus on how they can move forward separately, rather than unification. Somaliland declared autonomy from Somalia in 1991 but has not gained significant international recognition for its independence. Clan elders in disputed areas along the Somaliland-Puntland border expressed their preference to join Puntland instead of Somaliland due to clan affiliations. This has led to heavy fighting and the displacement of over 200,000 people. Museveni met with a special envoy from Somaliland and called for both countries to prioritize their country's prosperity over identity-based politics. However, there has been no comment from Uganda's state house or Somalia's information and interior ministers on the situation. Somalia has always maintained that it considers Somaliland as part of its territory and seeks reunification.
