The founder of WorldRemit raises concerns about De La Rue’s contract worth Sh1.43 billion in Somaliland.

The Sahimiye Foundation wants De La Rue, the biggest banknote printer in the world, to cancel a controversial contract. The contract is worth 1.43 billion SL shillings (around $9.6 million) and is for printing 380 billion SL shillings for the Somaliland government.

The Foundation has expressed its concerns to De La Rue through an open letter. The increase in money supply in Somaliland may worsen the economic problems faced by low-income and disadvantaged groups in society. The Foundation warns that when new banknotes are introduced, the amount of money in circulation will double. This will cause the local currency to lose value compared to the dollar. The Foundation is worried about the contract between De La Rue and the lack of competition or approval before the contract was given. Ismail, the founder of the Foundation, asked De La Rue's CEO, Clive Vacher, to cancel the contract and give back the money. Ismail has challenged Vacher to take a principled stance, considering De La Rue’s involvement in corruption scandals and ongoing investigations by the UK’s Serious Fraud Office. Ismail, a UK-based tech entrepreneur and founder of international money transfer service WorldRemit, established the Sahimiye Foundation in 2021. The foundation promotes education and literacy in Somaliland and the Horn of Africa. It strongly supports the implementation of development policies. Ismail has committed over $500 million of his personal wealth to the Foundation over a period of 10 years. 

Kenya raises the status of its Somaliland office and appointed a new representative.

Kenya has recently undertaken measures to fortify its diplomatic presence in Hargeisa, the capital of Somaliland. Kenya will increase the status of its diplomatic office in Hargeisa to improve relations and cooperation with the two nations. Furthermore, Kenya has designated a new representative, Abdiweli Muhammed Hussain, who will assume the role of High Commissioner to Somaliland. President William Samoei Ruto of Kenya has declared that this appointment will take place on October 4th. These developments exemplify Kenya’s unwavering commitment to cultivating mutually beneficial relations with Somaliland and advancing diplomatic engagement within the region.

The Environment Minister and a representative from The HALO Trust discussed ways to help Somaliland manage and protect its environment at a meeting.

We discussed The HALO Trust’s past projects in Somaliland, including the successful removal of explosive devices. The Minister was accompanied by officials from the Ministry of Somaliland Region, while Ralph, the representative from The HALO Trust, was joined by colleagues from his organization. The HALO Trust expressed interest in collaborating with the Ministry of Environment of Somaliland on climate change issues.

The Lobby Group for International Recognition of Somaliland Visits Sweden

A delegation representing Somaliland, a self-declared state seeking international recognition, recently visited Sweden’s foreign affairs ministry. Swedish members of parliament warmly welcomed the distinguished delegates who have been advocating for Somaliland’s international recognition. The opposition party delegation, led by Chairman Mr. Faisal Ali Warabe, went on a working tour of Europe. The group met with officials from the Swedish Ministry of Foreign Affairs in Stockholm. Mr. Mikael Torstensson, a Swedish politician working with Somaliland's Ministry of Foreign Affairs, also joined the meeting. Their goal is to help Somaliland obtain recognition. Notable members of the delegation included Mr. Zakariya Ahmed Wa’ays, Somaliland’s envoy to Sweden, Mr. Mustafa Abdi Ismael, and a former ambassador to Sweden. Our main goal for this visit was to strongly advocate for international recognition. Additionally, we had the opportunity to make a friendly visit to the Swedish parliament. Mr. Torstensson and his colleagues are preparing a motion to recognize Somaliland. They will present it to the Swedish parliament soon.

Money exchangers association in Somaliland meets with the Guurti Committee.

The Somaliland Senate committee, GUURTI, met with officials from the Somaliland Exchange Association. They discussed the unstable foreign exchange rates and the pros and cons of being money changers. The meeting was led by Acting Chairman Hon. Barkhad Omar Ofiye and took place at the Senate's premises. 

The Somaliland Exchangers' Association chairman updated the participants on the current state of the Somaliland market and exchange rates. Economic downturn blamed on global upheaval, stable exchange rate in past 5 years. Mr. Ofiye mentioned that economic collapses in different parts of the world contributed to the situation. He further highlighted the significant impact caused by the COVID-19 pandemic alongside the unfortunate fire incident at Waheen market. and also highlighted the impact of the COVID-19 epidemic and the inferno at Waheen market on the situation

The Cabinet's Economic Committee met to discuss preparations for the 2023 Somaliland National Economic Forum.The Minister of Finance, Dr. Saad Ali Shire, led a meeting to discuss the details of the upcoming forum in Hargeisa. The forum is planned for 14-15 October 2023. During the meeting, the Economic Committee and technical committee deliberated on the topics that will be covered at the forum. They mentioned six types of research studies related to investment facilitation. These include trade, financial services, food security, minerals, and government-owned financial resources. Additionally, exhibitions on financial services, mining, and government services will be presented at the Economic forum. The meeting will result in decisions and recommendations to improve different parts of the country's economy.

Dahabshiil donates $300,000 to Wajaale Fire Relief.

Dahabshiil Group's CEO, Abdirashid Mohamed Said, is asking for help from the people of Somaliland.

He wants to support entrepreneurs affected by the fire at the Wajaale market. Dahabshiil Group gave $300,000 to the Wajaale Fire Relief and Victims Support Committee. They are also urging others to donate. Rebuilding the Wajaale market is crucial for the Somaliland economy and the wealth of the people. Hey there! I wanted to share an amazing story with you about Soumaya, a 23-year-old champion for girls and women in Somaliland. 

She has been working hard to create a safe and empowering space for girls and women to succeed at work. But before she could advocate for others, Soumaya realized she needed to be her own champion and build her confidence. It’s really inspiring to see her dedication!

Soumaya saw that girls in Somaliland were being discriminated against in terms of education and employment. She decided to do something about it. She started by volunteering at a coworking space, which she eventually transformed into a vibrant community hub. It became a place where people could come together, share their thoughts, and unleash their creativity. Isn’t that amazing?

One of the best parts is that Soumaya provided this space for free to women who wanted to hold awareness events, trainings, and workshops. She started a program to help people improve their job search skills. The program teaches participants how to write a CV, search for jobs, and succeed in interviews. This hub quickly became a hotspot and a discrimination-free zone where youth could truly thrive.

And you know what? Soumaya’s hard work paid off big time! Girls within the hub started launching businesses and learning coding. They also got introduced to technology and social media, showcasing their skills in these areas. It’s truly heartwarming to witness the positive impact Soumaya has made through her dedication and passion.

Somaliland's Finance Minister has stated that defense and elections will have top priority.

Dr. Saad Ali Shire, in a meeting with the parliamentary economic committee and senior officials of the ministry, discussed the major priorities in Somaliland's national budget for 2024.

The country's economy depends greatly on livestock and trade. The livestock industry is doing well, but trade is struggling because of stagnant markets in Tog-Wajaale and conflicts in the eastern parts of the country. Dr. Saad noted that there has been a slight downturn in the business sector due to external issues. He highlighted that national defense and elections are the main areas of focus for the budget, while also recognizing the importance of sectors such as health and education.

Togdheer police chief warns against further disruption of public security.

Colonel Ali Mohamed Farah Gadayare, the police commander in the Togdheer region, has warned against any actions that endanger public security and stability. He emphasized that such behavior will not be tolerated and promised to take strong action against those who disrupt security. The police chief made a statement about the deadly clashes in the Ali Sahid area. He emphasized his role in ensuring public safety and his zero tolerance towards people carrying weapons in public. He called on residents to collaborate with the security apparatus to maintain a harmonious and peaceful environment. Colonel Ali also reminded the residents of the Togdheer region to prioritize security as it is vital for the well-being of the community. He specifically warned individuals who are not part of the police force or the nation to refrain from wearing a uniform or carrying a weapon, stating that zero tolerance will be exercised towards anyone disturbing security and carrying a gun. Finally, he urged the public to support the security forces and report anyone who disrupts security.

The Parliament of Somaliland has made significant amendments by integrating Presidential and Political party elections into one comprehensive process.

The Somaliland House of Representatives has approved a proposal to hold presidential and political party elections together, which has been widely welcomed by the public.

The parliament session, chaired by Speaker Hon. Yasin Mohamud Hiir, saw the draft bill addressing various issues of the election process being read and ultimately passed with overwhelming support. A parliamentary select committee presented a report recommending the integration and coordination of both elections, which was approved by 64 members of parliament, while 3 remained silent and 7 rejected it. The bill will now go to the Upper House, the Guurti, before being enacted into law by the Head of State. The amendments to the election laws, governed by Act No 91 and Act No 14 of the constitution, include changes to 35 instances in Act No 91 and the introduction of 13 new articles, as well as modifications to 22 articles in Act No 14. The elections will now be held at a different time, and important changes have been made to safeguard people's democratic rights.


The cooperation between Somaliland and Ethiopia to develop the port of Berbera into a regional logistics center has earned high praise from Abu Dhabi Ports Company.

Abu Dhabi Ports, under the leadership of CEO Mohamed Juma Al Shamsi, is at the forefront of Africa's energy sector development. Al Shamsi will be speaking at the highly anticipated Africa Energy Week (AEW) 2023, a key event scheduled to be held in Cape Town from October 16 to 20. The importance of port infrastructure and logistics cannot be overstated when it comes to promoting energy development in Africa. The continent is rich in energy resources, including traditional ones like oil and gas, as well as emerging sources such as hydrogen. To fully capitalize on these resources, it is crucial to collaborate with reliable port operations and logistics companies like Abu Dhabi Ports. Al Shamsi's participation in AEW 2023 is of great significance as he will highlight the potential for expanding port infrastructure in Africa, in line with the continent's focus on energy revival and infrastructure development. World Vision has given a vehicle to the Ministry of Health to support their efforts in fighting against TB.

The Minister of Health Development, Hon Hassan Mohamed Gafadhi, received a brand-new 4×4 Toyota Land Cruiser from the World Vision Somaliland Area Manager.

The vehicle was handed over in a brief ceremony at the Ministry of Health Development and will be used in the fight against TB. The World Vision Somaliland Area Manager stated that the vehicle will serve as a mobile clinic and will also be used to transport Ministerial staff during monitoring work. The goal is to improve access to good and affordable primary health care by increasing access to health facilities and promoting preventive health practices. The World Vision Somaliland Area Manager also mentioned that their organization will continue to support the Ministry of Health Development's TB department in future projects. Dr. Mohamed Hergeeye, the Director-General in the Ministry of Health Development, expressed gratitude to World Vision for the donation and their ongoing assistance. The health minister emphasized that the vehicle will be vital in reaching remote areas of the country where the disease is most common.

The coastal waters in the region are rich in fish and coral reefs, and mangrove forests along the coast provide shelter and food for marine animals. 

With the increasing severity of climate change and environmental degradation, it is important to diversify the economy and rely on marine resources as an alternative to traditional activities like farming and herding. Protecting the marine environment is crucial to ensure the sustainability of these resources and to adapt to climate change. EUCAP will support the development of a policy for the protection of the marine environment in the region, starting with a needs assessment that will address the environmental status and challenges of the marine and coastal areas in Somaliland. The assessment will involve mapping existing policies and laws, as well as international conventions and guidelines, and will also take into account the available resources, realistic possibilities, and the interests of various stakeholders. Authorities and people living in the coastal areas will be consulted to collect information for the assessment. The findings will shape the policy and methods for monitoring and implementing it, with EUCAP leading the process of writing the policy, developing an implementation plan, and ensuring follow-up. The adopted policy should be in favor of the population and functional for sustainable use of the waters and coasts in the region. 

The Minister of Finance in Somaliland has announced a significant decline in the country's economy.

The Finance Minister of Somaliland, Saad Ali Shire, is worried about the worsening economy of Somaliland because of the ongoing war in the Sool region. 

During a meeting with the Economic Committee of the Somaliland House of Representatives, Mr. Shire highlighted the contrasting situations in the livestock and market businesses. While the livestock business experienced growth, thanks to favorable weather conditions and abundant rain, the market business suffered a decline. This was attributed to the disruption of trade routes, particularly the halt in business passing through Waajale. Mr. Shire stressed that events like the burning of the Waaheen market, the Lasaanod war, and the fire at the Waajale market have greatly harmed Somaliland's economy, causing major financial losses. Additionally, the relocation of Ethiopian businessmen to the ports of Puntland has further affected the economy of Somaliland.

The Somaliland UK office organized a meeting to honor Dahir Rayale, the former president.

Former President Dahir Rayale Kahin of Somaliland was warmly received in Britain at an event organized by the UK office. The event, arranged by Ambassador Abdi Abdullahi, brought together members of the diaspora and officials from past administrations, including Dahir Rayale, Ahmed Silanyo, and other Somaliland leaders, to honor and appreciate the former President. Ambassador Abdi Abdullahi praised the meeting for recognizing Dahir Rayale's pragmatic approach and his efforts in implementing democracy in Somaliland. Dahir Rayale, in his speech, emphasized the importance of unity and the solidarity of the nation. He also discussed the current situation in the country, including ongoing conflicts in some areas, and the challenges faced in the electoral processes. Dahir Rayale served as Vice President for five years and President for eight, highlighting his experience and dedication to the country.

General Siad recently arrived in Lasa Anod and has been making a lot of media appearances.

He has been holding meetings with the leadership of so-called SSC and conducting training for police forces under the SSC administration. In his speech at a training site, he stressed the significance of police officers integrating into the community and developing friendly relationships with their clan. He also highlighted the need for police officers to maintain discipline, stating that they should first discipline themselves.

Somaliland firmly dismisses any notion of reunification with Somalia in response to Museveni's comment.

Somaliland has stated that it has no intention of discussing unity with Somalia, despite the offer of mediation from Ugandan President Yoweri Museveni.

The Somaliland Government emphasized that any dialogue between the two countries would focus on how they can move forward separately, rather than unification. Somaliland declared autonomy from Somalia in 1991 but has not gained significant international recognition for its independence. Clan elders in disputed areas along the Somaliland-Puntland border expressed their preference to join Puntland instead of Somaliland due to clan affiliations. This has led to heavy fighting and the displacement of over 200,000 people. Museveni met with a special envoy from Somaliland and called for both countries to prioritize their country's prosperity over identity-based politics. However, there has been no comment from Uganda's state house or Somalia's information and interior ministers on the situation. Somalia has always maintained that it considers Somaliland as part of its territory and seeks reunification.

The House of Representatives' Judiciary and Human Rights Committee recently held a meeting with senior officials from the Red Crescent and Red Cross Societies to discuss the conditions of prisoners. Chaired by Hon. Fuad Ahmed Dirie, the committee received briefings from the officials of the humanitarian societies on the challenges faced by prisoners of war held in Laas Anod and the efforts made by the societies to address these challenges. The committee, on the other hand, shared information about their own efforts in monitoring inspections in the country's prisons. They highlighted the various needs and hardships faced by inmates and provided valuable suggestions on how to effectively address these challenges. 

The Taiwanese President commends Edna Adan for her exceptional achievement at the international award ceremony.

Taiwanese President Tsai Ing-wen commended Edna Adan, who was recently honored with a national award in Taiwan.

 President Tsai met with a total of 21 winners from various countries this year and expressed her belief that their inspiring life stories would resonate with people worldwide and serve as a source of inspiration. She extended her gratitude to the Zhou Daguan Foundation for Culture and Education for organizing the 26th International Love Life Medal and praised all the recipients of the award. President Tsai highlighted the challenges and obstacles that the 21 winners had overcome, not only for their personal achievements but also for the positive impact their ideas had brought to their countries and communities. One of the winners, Edna Adan Ismail from Somaliland, was recognized for her efforts in building a modern hospital and tirelessly working to decrease maternal and infant mortality rates, which have significantly improved the lives of numerous individuals.

Edna Adan Ismail is a women's rights activist from Somaliland. She was the first female foreign minister of Somaliland and received the 26th Fervent Global Love of Lives Award in Taipei City on September 20.


United States Embassy chargé d'affaires visits Hargeisa

The U.S. Embassy Mogadishu Chargé d'Affaires Shane Dixon recently visited Hargeisa, Somaliland, where he held meetings with Somaliland President Muse Bihi Abdi and other high-ranking officials.

During his visit, Mr. Dixon also met with representatives from civil society, the Wadani and UCID political parties, and political associations. The discussions focused on regional security, human rights, civic participation, and the importance of upholding democratic processes. The United States commended the adoption of a political agreement proposed by clan elders as a significant step towards achieving free and fair elections. Mr. Dixon also stressed the need for dialogue to de-escalate tensions in Laas Anod. He said that open communication and a dedication to democratic processes are important for creating peaceful communities. He also expressed gratitude for the efforts of everyone involved in Somaliland who are working towards these common objectives.
